7th Pay Commission Pay Levels

7th Pay Commission Pay Levels: Starting Salary from Level 1 to Level 10

Government job ads often say “Pay Level 5” or “Level 2”, and many candidates are not sure what salary that means. This guide explains the 7th Pay Commission pay matrix in simple terms and lists the starting basic pay at each level.

What is a Pay Level?

After the 7th Central Pay Commission (7th CPC), the old “Grade Pay” system in central government jobs was replaced by a Pay Matrix. Every post is placed at a Level. The higher the level, the higher the basic pay. With the annual increment (about 3%), you move to the next stage within the same level each year.

Starting Basic Pay: Level 1 to 10

Pay Level Starting Basic Pay (per month) Example Posts (Central Govt)
Level 1 ₹18,000 MTS, Railway Track Maintainer / Assistant
Level 2 ₹19,900 LDC, Junior Clerk cum Typist
Level 3 ₹21,700 Constable (CAPF), Commercial cum Ticket Clerk
Level 4 ₹25,500 Stenographer Grade D, some technician posts
Level 5 ₹29,200 Goods Train Manager, Senior Clerk
Level 6 ₹35,400 Junior Engineer, Inspector (some departments)
Level 7 ₹44,900 Assistant Section Officer, Inspector (CGL)
Level 8 ₹47,600 Assistant Audit Officer, Assistant Accounts Officer
Level 9 ₹53,100 Mostly reached through promotion
Level 10 ₹56,100 Group A officers (entry level)

Example posts are only for illustration; always check the exact level in the recruitment notification.

How Much is the In-hand Salary?

The amounts above are only the basic pay. These allowances are added on top:

  • Dearness Allowance (DA): a percentage of basic pay, revised by the government twice a year (from January and July).
  • House Rent Allowance (HRA): a percentage of basic pay depending on city class (X, Y, Z).
  • Transport Allowance (TA) and other department-specific allowances.

Deductions such as NPS / pension contribution, CGEGIS and income tax are then taken out, so the in-hand salary at the same level can differ from city to city.

State Government Jobs

State governments have their own pay matrices, so “Level 5” in a state job is not necessarily the same as central Level 5. For state recruitments, always look at the pay scale given in the notification (for example ₹19,500–62,000).

8th Pay Commission

The central government has constituted the 8th Pay Commission. Once its recommendations are implemented these figures will change. Until then, recruitments continue to mention 7th CPC levels.
